It is the only temple built jointly by officials and people in Taiwan, and the only temple in Taiwan that replaces deities with tablets. On the ninth birthday of the Jade Emperor at the beginning of the first lunar month, the Temple of Heaven (Temple of Heaven) is the empty lane of tens of thousands of people. Temporary Temple of Heaven (Temple of Heaven) should be erected in the Temple of Heaven, where the earth God is worshipped by the holy furnace instead of the deity of offering sacrifices to Heaven, and it is the local belief center.

It is said that the Temple of Heaven of the First Temple is the place where Zheng Chenggong offered sacrifices to the heavens after he came to Tainan. So the Temple of Heaven of the First Temple should have the same function as the Temple of Heaven of Beijing, that is, to pray for the good fortune of the heavens and to regulate the rains and harvest in the coming year. Although Tainan looks plain, there are also slopes that are hard to observe with the naked eye. The site of the Temple of Heaven in the first temple is located in the highest terrain area in Tainan, so that it can be closer to the sky.

During the Spring Festival, the Temple of Heaven in the first temple was also decorated with gorgeous festivities, and festival lanterns were hung from the entrance to the temple. This area is the highest terrain in Tainan, so there are Arctic Hall, Meteorological Observatory, Temple of Heaven and other important buildings around it. The Temple of Heaven, as its name implies, is of course built at the highest level. It was the official place of prayer in the Ming and Zheng Dynasties. In terms of function, it is the same as the Temple of Heaven in Beijing.

In Tainan, on the "Heavenly Gong Sheng" day of the ninth birthday of the Jade Emperor God on the first lunar month, the method of choosing the owner of the stove by throwing a pencil remained in use until the 1850s. Because of the increasing number of immigrants from the Han people to Taiwan, the number of the missionaries has increased steadily. The local gentry planned to build a temple at the original site of the Temple of Heaven to install the Celestial Furnace, and the owner of the rotating furnace became the sponsor of the temple funds in that year. In 1854, Tainan officials and citizens jointly raised funds to build temples. Construction began in August of the same year and was completed the following year.
